Hampton Roads Sanitation District

In 2008 the Surry County Board of Supervisors accepted the Surry County Comprehensive Water and Sewer Plan as prepared by the engineering firm Patton, Harris, Rust and Associates. The consultants recommended that the County should consider creating a Sanitation Authority to plan, operate and acquire wastewater facilities within the County. In addition, they recommended, as an alternative to the creation of an Authority, the opportunity to contract with Hampton Roads Sanitation District (HRSD) to own and operate its wastewater facilities. 

The HRSD is a political subdivision of the Commonwealth created by the General Assembly to address water pollution problems in the Hampton Roads area. Their rationale for this is that HRSD has a large and well trained staff capable of providing administration, planning, operations and maintenance of wastewater utility systems.

2016 Court Order

The Surry County Circuit Court ordered on August 16, 2016, that the HRSD territory be expanded to add all of Surry County, including the Towns of Surry and Dendron, but excluding the Town of Claremont. This action has provided the Town of Surry and Surry County with an opportunity to enter into an agreement with HRSD to provide sewer services. View the court order (PDF).

On December 1, 2016, the Board discussed elements of an HRSD service contract and billing contract. Proposed billing rates (PDF) were also discussed. Board of Supervisors members are expected to schedule a time for public comments at their February 2017 meeting prior to possible action on the contracts.
